Senior Manager, Comptrollers – INTBK Job in Toronto, Ontario Canada

POSITION SUMMARY:
Scotiabank’s International Banking – Comptrollers group is seeking a Senior Manager to join their team. Reporting to the Director, the Senior Manager is responsible for assisting the International Banking Sarbanes-Oxley (SOX) Team in meeting its requirements of Section 404 of the Sarbanes-Oxley Act of 2002, to the satisfaction of the International Banking Executives and EO Finance-SOX Office (SOX Office).
The Senior Manager is also responsible each year for the development, maintenance and project status reporting against a comprehensive Project Plan for completing the SOX work annually, or for managing the deficiency management process for International Banking in line with the SOX Office methodology and guidance.
KEY ACCOUNTABILITIES:
1. Assist the International Banking SOX Team in meeting its obligations with respect to the requirements of Section 404 of the Sarbanes-Oxley Act of 2002, to the satisfaction of the International Banking Executives and the SOX Office:
- Annual development, maintenance and status reporting against a comprehensive Project Plan to complete International Banking’s SOX work or for the deficiency management process for International Banking as per the SOX Office methodology and guidance. This includes liaising with SOX Team members and control owners for appropriate management action plans, monitoring remediation efforts, managing the deficiencies identified and ensuring appropriate reporting is provided to International Banking Executives and the SOX Office.
- Gather information required to assist in amending/confirming the scope of the SOX coverage for International Banking
- Identify any risks/issues that arise related to assigned reporting units/processes and communicate to the International Banking Segment Leader (Director-SOX) in a timely fashion. Participate in the resolution of such issues
2. Responsible for ensuring the appropriate development/update of process and risk/control documentation and the development and execution of evaluation/test plans for in-scope reporting units/processes that are assigned:
- Complete or update the SOX process and risk/control documentation for any assigned reporting units/processes, as per the SOX Office methodology.
- Assist with the development of evaluation and testing plans that meet the SOX Office methodology.
- Evaluate the design and evaluate or ensure the appropriate evaluation of the operating effectiveness of internal controls for assigned reporting units/processes.
3. Responsible for ensuring timely and effective Deficiency Management for assigned reporting units/processes:
- Ensure facts are gathered to determine the root cause of the problem.
- Assist in the assessment of materiality of internal control deficiencies.
- Evaluate and prioritizing management’s Action Plans for remediation.
- Facilitate certification for all in-scope assigned reporting units/processes.
4. Assist in the effective implementation of the SOX Office Change Management methodology:
- Assist in identifying change events and initiatives and assessing the impact on internal controls over financial reporting in assigned reporting units/processes.
- Incorporate the impact of SOX relevant change events in update documentation, evaluation and deficiency management, if required.
5. Self/Staff Development and Teamwork:
- Annually develop, in conjunction with the Director, SOX, objectives for measurement of performance and an Employee Development Plan.
- Prepare periodic and annual performance self-assessments and periodically monitor progress toward achievement of the EDP.
- As required, assist in managing staff resources ensuring they are efficiently and effectively deployed.
6. Other:
- Maintain effective communication within the SOX Team through ongoing sharing and acquiring of information and maintain effective communication with other areas (SOX Office, internal Audit) for guidance and other areas (field units, support areas) to build effective working relationships.
- Special Projects as directed by management, carry out specific projects, reviews or investigations.
QUALIFICATIONS:
- Expert knowledge of internal and/or external audit processes and methodologies with a thorough understanding of internal control concepts and expert knowledge of banking operations with a thorough understanding of internal control concepts.
- Thorough knowledge of banking, major businesses/processes and their impact on financial reporting.
- Thorough knowledge of project management and expert knowledge of Microsoft Projects software. Thorough knowledge of MS Word, Excel, VISIO and audit software tools.
- Effective oral and written communication skills as well as strong analytical and problem solving skills.
- Must be comfortable in a fluid environment with changing priorities.
- Knowledge of the IT Applications used in International Banking is an asset.
EDUCATION AND ACCREDITATIONS:
- Post-secondary education in a related field
- CA designation would be preferred.
